Decentralised cooperation in the Mediterranean and the Middle East

The Region of Tuscany, in collaboration with PLATFORMA, has developed and recently published a study that studies decentralized cooperation in the Mediterranean, through the actions and experiences of the Italian regions during the last years.

This study focuses on the 13 best practices, chosen among the 215 international cooperation projects developed in the Mediterranean since 2013 in a previous study. These have been grouped into three categories: empowerment and multisectorial intervention, knowledge transfer / exchange and capacity building (both vertical and horizontal), and implementation structures and tools and partnership.

The characteristics of the studied practices seem to confirm that it is a model of significant and innovative cooperation; however, at the same time, a contradiction emerges that suggests that the regions exploit the relatively few skills available to the institutions in the projects.
